Presented by Council on 29 July 2008.
The PowerPoint presentations were compressed using NxPowerLite. This reduces their size by over 50%, and they can still be opened using PowerPoint.
The only information we have about the proposed developments are the one page summaries that were released by Council in March. There are no drawings.
We might not see any more information before the final decision is made.
This is because the developers will be submitting detailed proposals before one of them is selected, and they don't want their ideas used by the competition. I have been told this by one of the developers.
We might not see anything after the detailed proposals are submitted either. According to an email from Council: "all Stage 2 Requests for Detailed Proposals would be confidential, as with the EOIs [expressions of interest]". The EOIs were sent to a confidential committee, which prepared a confidential report for the Councillors, and their decision was be made at a closed Council meeting. That is what could happen again with the detailed proposals. For details, see the existing timeline. It is based on the best information available to me. Council has not announced the detailed timeline.
The detailed proposals could be exhibited after they are submitted to Council. That way, we could see them, and be involved in the final decision.
The developers shouldn't have a problem with this. After the detailed proposals are submitted, their ideas can't be used by the competition.
The next step could be to select the preferred developer, after a period of public consultation, based on what they submitted in their expressions of interest.
The developers could make their plans public, because the competition couldn't make use of their ideas. We could be informed, and participate in the selection of the preferred developer.
The preferred developer would then be able to prepare their detailed proposal in consultation with the community.
This was suggested by one of the developers.
For details, see the improved timeline.
