Blue Mountains City Council is seeking Expressions of Interest in the use of Council owned and/or managed land within the Springwood Town Centre as a catalyst to assist the further development of the Town Centre. The land identified for consideration consists of three Sites identified as:
Some of the land parcels which form the Northern Car Park are Crown Land and because of this the Department of Lands is also participating in the Project.
Springwood Town Centre is one of the two major retail, commercial and community focal points within the Blue Mountains City local government area (the other being Katoomba).
The Call Document sets out the terms and conditions by which proponents may submit an EOI. A proponent may submit an EOI for one or more of the Sites.
The Council notes that an agreement between a proponent and the Council, for the development of a Site or Sites in the Springwood Town Centre, may fall within the definition of public-private partnership in s400B of the Local Government Act 1993 (LGA). In that event, the agreement, and the process followed prior to the signing of the agreement, would be required to comply with the Public-Private Partnership Guidelines issued by the Director General of the Department of Local Government in September 2005 and with the relevant provisions of the LGA.
