Council Decisions At the Council meeting of 19 February 2008

Blue Mountains City Council resolved to:

• Receive the Schedule of Invested Monies and note the status of investments within the portfolio,
• Note and endorse the Quarterly Review Management Plan including Capital Works December 2007 and Quarterly Review Budget December 2007.
• Adopt the revised Open Burning Policy for the Blue Mountains with the inclusion of residents of the Pulpit Hill precinct as a class of person to light and maintain an open fire; advise the EPA; emphasise the requirement to provide an adequate water supply.
• Accept the tender submitted by Rosmech Sales & Service for the supply of one road sweeper; dispose of the replaced sweeper through public auction.
• Endorse the Mount York Reserve Draft Plan of Management for the purpose of public exhibition.
• Endorse the stormwater options recommended by the Roads and Traffic Authority (RTA) for Great Western Highway upgrade at Lawson.
• Receive and note the report on the demolition of the old scout hall, Fairy Dell Park, Springwood Avenue Springwood.
• Approve the donations from the Councillor’s Minor Local Projects Vote.
• Declare an additional seven dog off-leash areas with Bureau Park replacing Melrose Park at North Katoomba for a 12 month trial period; investigate further sites in Leura as a matter of urgency.
• Note the report on the Springwood Town Centre Project and that a confidential report regarding the Expressions of Interest and options for community consultation will be addressed at 11 March Council Meeting.
• Grant consent to the Development Application for the construction of a new church at 1-3 Wascoe Street, Glenbrook.
• Note the Development Assessment Report by Nexus Environmental Planning Pty Ltd and grant consent to the Development Application for the upgrading of the Katoomba Waste Management Facility at Nos 48-89 Woodlands Road, Katoomba, including need for consultation with Minni-Ha-Ha Land Care Group.
• Adopt the recommendations contained in the Local Traffic Committee Minutes and notify the Committee of the Council’s decision.
• Defer the adoption of the Blue Mountains Bike Plan for further discussion by Councillors relative to the 2008-12 Management Plan.
• Receive a report on the trial implementation of a no smoking policy on Council sports grounds; investigate further restrictions in recreation spaces under Council’s ownership.
• Receive the Precis of Correspondence.
• Accept in principle the Road and Traffic Authority’s funding and land acquisition offer for Lawson Town Centre with a clause to be included enabling the Council to amend the design if there are substantial cost increases above the current estimates.
• Grant consent to the modified Development Application for the removal of trees and additional landscaping at The Braes, 62-68 Grose Street, Leura.
• Proceed with the purchase of 14 Arthur Street Warrimoo for the purpose of developing a park; proceed with the sale of 3 Wascoe Street Glenbrook; apply for a rezoning of No. 14 Arthur Street, Warrimoo.
• Receive a report on any future matters arising in relation to the Winmalee Surgery on the corner of Kristine Street and Hawkesbury Road, Winmalee.
