Can the Expressions be exhibited for 1-3 months?
1. Confirmation of the current plan
The current plan appears to be:
The
Tender Evaluation Panel
will issue its
report
in
March 2008
.
This report will be included in the
business papers
for the March Council meeting.
It will include a
recommendation
to Council, and an
item
will be included on the agenda for discussion and decision.
Is this the current plan?
If not, please indicate what the current plan is.
2. Can the decision be delayed?
Is it possible for Council to decide, at the March 2008 meeting, to
delay
their decision for
1-3 months
, in order to allow time for community discussion and consultation?
Would this be
acceptable
from a legal, probity, and legislative perspective?
3. Can the non-confidential parts of the Expressions of Interest be exhibited?
Section D.17 of the Call for Expressions of Interest says essential that each Proponent identify those parts of its EOI which it believes are
truly confidential
.
If the March Council meeting decides to
delay
their decision, could they also:
Select one or more of the Expressions of Interest to be put on
public exhibition
?
Select the
parts
of the Expressions that are to be exhibited, as long as they have not been identified as confidential?
Would this be
acceptable
from a legal, probity, and legislative perspective?
